City Notes is a weekly short-form civic roundup tracking meaningful developments across city government. The format is designed to be quick to read, easy to produce, and useful as both a public service and a feeder for deeper reporting. It highlights agenda items, board actions, staffing changes, project shifts, policy signals, and other updates that often go under reported but matter to residents.
Weekly Introduction
Fort Collins’ Transportation Board endorsed the regional passenger rail plan and recommended a midtown station near Drake and Prospect, citing cost, access, and connectivity, with City Council set to discuss it June 16.
Council is also weighing changes to Flock license plate reader data policies at the June 16th regular meeting of the council, including shorter retention and tighter sharing limits, alongside a decision timeline extending into 2027.
Fort Collins City Council is set to weigh several June 16 agenda items with significant local impact, including a vote on allocating about $4.35 million in federal and local money for affordable housing and homelessness programs and a proposal to expand the city’s CHIPS Zone to compete for semiconductor and other high-tech investment.
Council will also consider reappointing three members to the Downtown Development Authority Board and appointing LeAnna Warren to the Housing Catalyst Board, decisions that would help shape downtown redevelopment, tax-increment-funded investment and affordable housing governance.
Separately, Christman Airfield will reopen with a June 27 community event.
This Week’s Updates
Transportation Board Chair Endorses Drake Location for Passenger Rail
Transportation Board cites cost savings, central access, and strong multimodal connectivity in recommending midtown station over downtown alternative.
The Fort Collins Transportation Board formally endorsed a regional passenger rail plan and recommended placing the city’s station between Drake Road and Prospect Road in a letter to the City Council on June 8, 2026.
City Council acknowledged the recommendation in a June 10 letter and scheduled further discussion of the rail plan and station location for its June 16 work session.

Council to Discuss Flock Retention and Data Sharing on June 16 at Regular Meeting
Council to weigh Flock data retention limits and law enforcement sharing restrictions.
On May 12, 2026, Fort Collins City Council held a work session where Fort Collins Police Services (FCPS) presented options for adjusting how long Automated License Plate Reader (Flock) data is retained and how it is shared with other agencies. Following that discussion and a May 19 Council request for additional details, staff returned with updated analysis on retention timelines and interagency access. Council is now considering whether to shorten the current 30-day retention period and whether to further restrict or condition data sharing with other Colorado law enforcement agencies. Members may direct staff to pursue contract changes or policy updates through formal motions.
The agenda packet also includes a presentation that outlines a timeline of proposed next steps for council that proposes a target date for the new contract with the selected ALPR vendor:
- July 21st: Resolution re: CRB and Audit logs/oversight
- July 28th: Council Work Session to review outline of Surveillance Policy
- Nov-Dec: Draft Surveillance Policy to Council; RFP will begin after Surveillance Policy is in place
- March-April 2027: Target for contract with the selected ALPR vendor

City Council to Vote to Allocate $4.3M for Affordable Housing and Homelessness Programs
Council will vote after a public hearing on how to allocate about $4.35 million in federal and local funds to affordable housing and homelessness programs. The decision will determine which projects and services move forward this year, shaping Fort Collins’ approach to housing affordability and homelessness.
The vote matters because it directly shapes how Fort Collins addresses housing affordability and homelessness, influencing what projects move forward and which services expand.
If approved, the funding allocations will be finalized and awarded, allowing selected projects and programs to begin work or continue operations through the coming year.

Council Considers Expanding CHIPS Zone to Attract Tech Industry
Fort Collins City Council is set to consider Resolution 2026-079 at its June 16 meeting, which would expand the boundaries of the city’s designated CHIPS Zone. The resolution directs staff to submit the expanded area to the Colorado Office of Economic Development for official designation, a move intended to attract semiconductor companies and related industries. Council action on the item would position Fort Collins to compete for high‑tech investment while state and federal incentives for the semiconductor industry remain available.

Council to Consider Reappointing Three Members to Downtown Development Authority Board
Fort Collins City Council is scheduled to consider Resolution 2026-088 at its June 16 meeting to fill three Downtown Development Authority Board seats whose terms expire June 30. The resolution would reappoint Cheryl Zimlich, Randy Shortridge and Sam Coutts to new terms running from July 1, 2026, through June 30, 2030. The appointments follow interviews conducted by Council representatives Chris Conway and Josh Fudge as part of the city’s board appointment process.
The Downtown Development Authority Board helps shape decisions about downtown redevelopment, public improvements and tax-increment-funded investment, so these appointments affect who helps guide major policy and spending choices in the city core. Reappointing existing members would preserve continuity as the DDA works on affordability, infrastructure and downtown vitality issues.

Council Considers Housing Catalyst Board Appointment of LeAnna Warren in Resolution 2026-089
Fort Collins City Council is scheduled to consider Resolution 2026-089 at its June 16, 2026 meeting to fill a vacancy on the Housing Catalyst Board of Directors. The resolution would appoint LeAnna Warren to the board after a vacancy opened following Anne Nelsen’s resignation from that seat. Warren was interviewed on May 14, 2026, and, if approved, her term would begin immediately and run through Dec. 31, 2027.
Housing Catalyst is Fort Collins’ public housing authority, so board appointments help shape oversight of affordable housing programs, policy and long-term strategy in the city. Filling the vacancy keeps the board at full strength as it continues to guide housing decisions affecting lower-income residents and housing access.
